Another desal plant???

I came across this article while trying to find out how well our desal plant in Tampa is functioning after hearing recent news reports about treating reclaimed (sewer) water into drinking water for Tampa city water customers.

Because the first desal plant works so well?
High levels of copper, zinc, iron and other materials in the discharged water would be diluted by the Progress Energy outflow before anything reaches the Gulf, Robertson said.
Why not a retention pond to capture the pollutants?
Over every mountain there is a path, although it may not be seen from the valley
