What is Happening North of 4th St./Howard Frankland?

Anyone know? I have seen a barge and silt barriers for a few weeks now in the lagoon on the north side off the exit to Feather Sound and the St Pete/Clearwater Airport. Are they digging in there? What gives?

I was at Emerson Point a few weeks ago and saw the designated kayak launch but I just drove out to the end and launched unencumbered off the beach. I had a conoe before my kayak and enjoy the kayak much more for fishing. It is less suseptible to wind and forces an economy of tackle.
