That looks like a "chunk net". A cast net with no brail lines or lead weights that seine netters use or people throwing around structure (no brails makes it easier to unsnag). The lead line has a lead core, you can see where the shots of lead begin and end by the lines on the lead line. De...

I know who this guy is, and I've had similar experiences in the same area.
They were either fishing a tournament or pre fishing, talk to the tournament director, this typ of stuff is illegal in most tournaments.

In my experience they don't do well out of the water for extended periods of time and are particularly fragile if they hit the deck of the boat.
Like Russ said giving them a good throw into the water head first seems to work best.

I've fished it once before and caught a few nice reds and snook, supposedly there are juvi tarpon in the area too, but I never saw them.
With the water clearing up and cooler temps it seems like it should hold some fish.
